Narrative:

En route from gso to dca at 13000 ft under IFR control of ZDC, ATC advised us of traffic 12 O'clock at 12300 ft maneuvering. Approximately 60 seconds later the traffic showed up on the TCASII as a TA 500 ft below us and climbing. TCASII gave us a second and third advisory of this traffic, respectively at 300 ft and 200 ft below us. About 20 seconds later the TCASII gave the RA showing the traffic at the same altitude. We complied with the RA and at the same time I saw the traffic at our 11:30 position. I could not identify if the traffic was coming or going. Traffic was idented as a single engine small aircraft. We climbed up to 14000 ft and it was then that the TCASII RA reversed showing the traffic 800 ft below us. We advised ATC of the RA immediately during the compliance of the RA. After passing the traffic we advised ATC that we were leaving 14000 ft for 13000 ft. ATC advised us to stay at 14000 ft until about another 10 mi, then advised us to descend to 13000 ft. Prior to the RA, I requested vector around traffic from ATC due to the TA which was ignored and not responded by ATC. We had the feeling that ATC did have radio contact with the traffic at the time of the incident.

Title: ACR HAS TCASII TA THEN RA AT CRUISE. RESPONDS.

Narrative: ENRTE FROM GSO TO DCA AT 13000 FT UNDER IFR CTL OF ZDC, ATC ADVISED US OF TFC 12 O'CLOCK AT 12300 FT MANEUVERING. APPROX 60 SECONDS LATER THE TFC SHOWED UP ON THE TCASII AS A TA 500 FT BELOW US AND CLBING. TCASII GAVE US A SECOND AND THIRD ADVISORY OF THIS TFC, RESPECTIVELY AT 300 FT AND 200 FT BELOW US. ABOUT 20 SECONDS LATER THE TCASII GAVE THE RA SHOWING THE TFC AT THE SAME ALT. WE COMPLIED WITH THE RA AND AT THE SAME TIME I SAW THE TFC AT OUR 11:30 POS. I COULD NOT IDENT IF THE TFC WAS COMING OR GOING. TFC WAS IDENTED AS A SINGLE ENG SMA. WE CLBED UP TO 14000 FT AND IT WAS THEN THAT THE TCASII RA REVERSED SHOWING THE TFC 800 FT BELOW US. WE ADVISED ATC OF THE RA IMMEDIATELY DURING THE COMPLIANCE OF THE RA. AFTER PASSING THE TFC WE ADVISED ATC THAT WE WERE LEAVING 14000 FT FOR 13000 FT. ATC ADVISED US TO STAY AT 14000 FT UNTIL ABOUT ANOTHER 10 MI, THEN ADVISED US TO DSND TO 13000 FT. PRIOR TO THE RA, I REQUESTED VECTOR AROUND TFC FROM ATC DUE TO THE TA WHICH WAS IGNORED AND NOT RESPONDED BY ATC. WE HAD THE FEELING THAT ATC DID HAVE RADIO CONTACT WITH THE TFC AT THE TIME OF THE INCIDENT.
