Narrative:

Flight heavy, lhr-ewr, on which I was captain, was cleared to land at ewr on runway 4R with an approximately 5 KT tailwind. The copilot made the landing. Our rollout speed was a little fast to exit on the high speed taxiway, so as I took control of the aircraft for taxiing to the gate off the runway, I removed reverse thrust on the engines, used no brakes and allowed the aircraft to taxi straight ahead on runway 4R to exit the runway straight ahead at the end of the runway. At the end of runway 4R is an intersection with runway 11/29. As we approached that runway 11/29, the tower controller asked if we could hold short on runway 11/29. The copilot answered in the affirmative. However, I was on the controls taxiing the aircraft and felt our taxi speed too excessive to stop short of runway 11/29 without it being a very abrupt stop. The tower request came as we were no more than approximately 200 ft from runway 11/29. We continued to taxi through the runway 4R 11/29 intersection. Once clear, tower instructed us to turn left and hold short. At that time, we saw a small twin aircraft on rollout on runway 11. We did not hear that aircraft be cleared to land on runway 11. Further, our landing clearance was 'cleared to land runway 4R,' not 'cleared to land runway 4R, hold short of runway 11.' this incident, in theory, poses a safety hazard. However, once clear of the runway 4R 11/29 intersection, we saw the distance between us and the runway 11 landing to be approximately 3000 ft. As far as I am concerned, once cleared to land, the runway belongs to me until I clear it. The error, if any, needs to be pinpointed, belongs with the ATC system and as usual, at major airports, at busy times, attempting to pour 10 pounds into a 5 pound bag.

AT THE END OF RWY 4R IS AN INTXN WITH RWY 11/29. AS WE APCHED THAT RWY 11/29, THE TWR CTLR ASKED IF WE COULD HOLD SHORT ON RWY 11/29. THE COPLT ANSWERED IN THE AFFIRMATIVE. HOWEVER, I WAS ON THE CTLS TAXIING THE ACFT AND FELT OUR TAXI SPD TOO EXCESSIVE TO STOP SHORT OF RWY 11/29 WITHOUT IT BEING A VERY ABRUPT STOP. THE TWR REQUEST CAME AS WE WERE NO MORE THAN APPROX 200 FT FROM RWY 11/29. WE CONTINUED TO TAXI THROUGH THE RWY 4R 11/29 INTXN. ONCE CLR, TWR INSTRUCTED US TO TURN L AND HOLD SHORT. AT THAT TIME, WE SAW A SMALL TWIN ACFT ON ROLLOUT ON RWY 11. WE DID NOT HEAR THAT ACFT BE CLRED TO LAND ON RWY 11. FURTHER, OUR LNDG CLRNC WAS 'CLRED TO LAND RWY 4R,' NOT 'CLRED TO LAND RWY 4R, HOLD SHORT OF RWY 11.' THIS INCIDENT, IN THEORY, POSES A SAFETY HAZARD. HOWEVER, ONCE CLR OF THE RWY 4R 11/29 INTXN, WE SAW THE DISTANCE BTWN US AND THE RWY 11 LNDG TO BE APPROX 3000 FT. AS FAR AS I AM CONCERNED, ONCE CLRED TO LAND, THE RWY BELONGS TO ME UNTIL I CLR IT. THE ERROR, IF ANY, NEEDS TO BE PINPOINTED, BELONGS WITH THE ATC SYS AND AS USUAL, AT MAJOR ARPTS, AT BUSY TIMES, ATTEMPTING TO POUR 10 LBS INTO A 5 LB BAG.
