Narrative:
Air carrier X approximately 1/2 mi inside the OM runway 14L, reported RA, tower advised no traffic for him. The only traffic in area was parallel air carrier Y for runway 14R. There was a clearance deviation by air carrier X of 100- 200 ft. Communication was accomplished by the pilot during the TCASII maneuver. The controller never had a chance to respond before the aircraft climbed.

Narrative: ACR X APPROX 1/2 MI INSIDE THE OM RWY 14L, RPTED RA, TWR ADVISED NO TFC FOR HIM. THE ONLY TFC IN AREA WAS PARALLEL ACR Y FOR RWY 14R. THERE WAS A CLRNC DEV BY ACR X OF 100- 200 FT. COM WAS ACCOMPLISHED BY THE PLT DURING THE TCASII MANEUVER. THE CTLR NEVER HAD A CHANCE TO RESPOND BEFORE THE ACFT CLBED.
