Narrative:

While on vectors for approach at 7000 ft assigned altitude, spotted conflicting aircraft as it passed off our right side. First officer was flying and pointed it out as it passed. It was in sight for about 2 seconds, and we had no time to react. The other aircraft appeared to be banking away from us. The other aircraft was not idented, except to be a single engine aircraft with a t-tail. TCASII would have helped in this situation. It would also have helped if approach control would have alerted us to the traffic ahead of time.
