Narrative:

Flight was dispatched from iah, destination cll, with the antiskid inoperative. En route, the crew determined from the performance charts that a landing at cll would not be permissible because of the need for increased runway length because of the antiskid not working. The crew contacted dispatch by radio and after review of the need for more runway than was available at cll the flight returned to iah where the required longer runways were available.
