Air carrier X was eastbound at 11000 ft. Air carrier Y was sbound at 10000 ft. Air carrier X was 8 NM southwest of atl VOR. Air carrier Y was 11 plus NM southwest of atl VOR. Air carrier X advised he received a climb 'RA.' it appears we have a very serious problem with TCASII software/hardware.
