Narrative:

Departed grr runway 8R with lights on. However, when we turned base leg for landing we noticed lights were out, we started a go around when airport police told us the runway was closed. We had 4 crew members in the cockpit that saw lights on at takeoff. We believed the lights were turned off after takeoff. The airport police later went to the tower and turned the lights back on and advised that the runway was now clear of workers. We then landed. Supplemental information from acn 237979: taxied out and took off at XA18 am. All lights on runway were normal. On turning final there were no lights in sight at all. Turns out runway was notamed closed at XB00 am.!
