Narrative:

On approach to landing I called the dvt tower with my position about 8 mi due west for a letdown on 25L and was advised to report over 'digital' chkpoint (a building about 2 mi southwest of the airport). Approximately 2 to 3 mi west of digital, I saw to my left at my 9 O'clock position, an small aircraft Y flying parallel to me at about my altitude and seemed to be matching my speed and course. I called and advised dvt tower with this. No response or answer from tower. I again advised tower when about 1/4 mi from digital. Still no answer from tower. I again called my check-in position when over digital and, after looking (as my passenger was also doing) and not seeing the small aircraft Y, began my procedure turn to my downwind leg. During this turn I saw the small aircraft Y at about my 8 O'clock position also in a shallow left turn. I'd guess his position to be about 200 or more yards behind me, and he seemed to be clearing to my left behind me. By now I was at my procedure downwind turn position which I expedited to the right. I'm now nearly abeam the tower and am given a very garbled landing clearance. Not exactly sure tower was talking to me, I asked for a repeat, which they curtly did this time using my call numbers. I continued my landing legs, but while on base leg heard tower tell someone in back of me to 'go around.' after my base and over the fence tower again told the following aircraft to 'go around.' I conducted a short field wheel landing and, at about the same time my wheels stuck, the small aircraft Y buzzed straight overhead at an altitude of from 50 to 100 ft high. This 'buzz' job was at his full power and it quite unsettled me, but did not cause a landing problem. I then taxied to my park and, as I was closing the bird down, and with my passenger deplaned, this big small aircraft Y came taxiing in and rolled up within about 30 ft, at high speed. The door opened while still rolling and propeller windmilling, and the pilot ran to me cursing, threatening he would run over me next time, and generally badly berated me with an ending threat repeated several times that he was filing a 'near miss' action against me with FAA. Listening to the FAA tapes pretty well confirms my actions and expedited procedures, even though the tape is of very poor quality and, in places, not clear at all. My request for a copy or to make a tape of it was referred back to the FAA in washington per my request in writing. I have 3 ground witnesses who state they thought the small aircraft Y and I were a formation flight as they said the small aircraft Y was at my immediate rear, no further than 5 or 6 aircraft lengths (about 200 ft) throughout the complete approach. This close proximity was unknown to me at the time. Note that tower never ever advised a landing sequence for us, nor did they ever attempt a spacing until we were on a late base leg and they advised the small aircraft Y to abort his landing and go around, which he did not do even after the second tower 'go around,' and after he soundly buzzed me on the runway. Note that the small aircraft Y pilot is a licensed commercial pilot and was, I found out later, making a daily 'milk run' and was carrying either 3 or 4 (that I could see) passenger at the time.

I AGAIN CALLED MY CHK-IN POS WHEN OVER DIGITAL AND, AFTER LOOKING (AS MY PAX WAS ALSO DOING) AND NOT SEEING THE SMA Y, BEGAN MY PROC TURN TO MY DOWNWIND LEG. DURING THIS TURN I SAW THE SMA Y AT ABOUT MY 8 O'CLOCK POS ALSO IN A SHALLOW L TURN. I'D GUESS HIS POS TO BE ABOUT 200 OR MORE YARDS BEHIND ME, AND HE SEEMED TO BE CLRING TO MY L BEHIND ME. I CONTINUED MY LNDG LEGS, BUT WHILE ON BASE LEG HEARD TWR TELL SOMEONE IN BACK OF ME TO 'GAR.' AFTER MY BASE AND OVER THE FENCE TWR AGAIN TOLD THE FOLLOWING ACFT TO 'GAR.' I CONDUCTED A SHORT FIELD WHEEL LNDG AND, AT ABOUT THE SAME TIME MY WHEELS STUCK, THE SMA Y BUZZED STRAIGHT OVERHEAD AT AN ALT OF FROM 50 TO 100 FT HIGH. THIS 'BUZZ' JOB WAS AT HIS FULL PWR AND IT QUITE UNSETTLED ME, BUT DID NOT CAUSE A LNDG PROB. I THEN TAXIED TO MY PARK AND, AS I WAS CLOSING THE BIRD DOWN, AND WITH MY PAX DEPLANED, THIS BIG SMA Y CAME TAXIING IN AND ROLLED UP WITHIN ABOUT 30 FT, AT HIGH SPD. THE DOOR OPENED WHILE STILL ROLLING AND PROP WINDMILLING, AND THE PLT RAN TO ME CURSING, THREATENING HE WOULD RUN OVER ME NEXT TIME, AND GENERALLY BADLY BERATED ME WITH AN ENDING THREAT REPEATED SEVERAL TIMES THAT HE WAS FILING A 'NEAR MISS' ACTION AGAINST ME WITH FAA. LISTENING TO THE FAA TAPES PRETTY WELL CONFIRMS MY ACTIONS AND EXPEDITED PROCS, EVEN THOUGH THE TAPE IS OF VERY POOR QUALITY AND, IN PLACES, NOT CLR AT ALL. MY REQUEST FOR A COPY OR TO MAKE A TAPE OF IT WAS REFERRED BACK TO THE FAA IN WASHINGTON PER MY REQUEST IN WRITING. I HAVE 3 GND WITNESSES WHO STATE THEY THOUGHT THE SMA Y AND I WERE A FORMATION FLT AS THEY SAID THE SMA Y WAS AT MY IMMEDIATE REAR, NO FURTHER THAN 5 OR 6 ACFT LENGTHS (ABOUT 200 FT) THROUGHOUT THE COMPLETE APCH. THIS CLOSE PROX WAS UNKNOWN TO ME AT THE TIME. NOTE THAT TWR NEVER EVER ADVISED A LNDG SEQUENCE FOR US, NOR DID THEY EVER ATTEMPT A SPACING UNTIL WE WERE ON A LATE BASE LEG AND THEY ADVISED THE SMA Y TO ABORT HIS LNDG AND GAR, WHICH HE DID NOT DO EVEN AFTER THE SECOND TWR 'GAR,' AND AFTER HE SOUNDLY BUZZED ME ON THE RWY. NOTE THAT THE SMA Y PLT IS A LICENSED COMMERCIAL PLT AND WAS, I FOUND OUT LATER, MAKING A DAILY 'MILK RUN' AND WAS CARRYING EITHER 3 OR 4 (THAT I COULD SEE) PAX AT THE TIME.
