Narrative:

This report is because some FAA inspectors do not understand when an approach may be completed. When the WX minimums have changed after an ILS approach has been started, part 135.225 states that when an aircraft has been established on the final approach course the approach may be made if the pilot finds that the WX is greater than that required. On approach to crw before established the RVR was reported to be 4500 ft (greater than 2400 ft). Once we were established then they reported the RVR to be 2000 ft (2400 ft is required). We continued the approach because we were on the final approach course. We continued and found the WX to be greater than that required for the approach. No other unusual events occurred.

Title: RPTR ACCUSED OF BEGINNING AN APCH WITH THE WX BELOW LNDG MINIMUMS.

Narrative: THIS RPT IS BECAUSE SOME FAA INSPECTORS DO NOT UNDERSTAND WHEN AN APCH MAY BE COMPLETED. WHEN THE WX MINIMUMS HAVE CHANGED AFTER AN ILS APCH HAS BEEN STARTED, PART 135.225 STATES THAT WHEN AN ACFT HAS BEEN ESTABLISHED ON THE FINAL APCH COURSE THE APCH MAY BE MADE IF THE PLT FINDS THAT THE WX IS GREATER THAN THAT REQUIRED. ON APCH TO CRW BEFORE ESTABLISHED THE RVR WAS RPTED TO BE 4500 FT (GREATER THAN 2400 FT). ONCE WE WERE ESTABLISHED THEN THEY RPTED THE RVR TO BE 2000 FT (2400 FT IS REQUIRED). WE CONTINUED THE APCH BECAUSE WE WERE ON THE FINAL APCH COURSE. WE CONTINUED AND FOUND THE WX TO BE GREATER THAN THAT REQUIRED FOR THE APCH. NO OTHER UNUSUAL EVENTS OCCURRED.
