Narrative:

There is no emergency lighting in the btr TRACON. Facility directives require that in the event of a radar failure/power outage, non-radar approach control service be provided from the TRACON. This is a complete impossibility if a complete power failure occurs and the backup system does not come on line. As has happened on at least 1 occasion. The TRACON was so dark that the on/off switch on the emergency transceivers could not be found. Ucr submitted mar/93.
