Narrative:
During a low level flight through a small valley in the sutter buttes, the aircraft unintentionally passed over a person and truck. Clearance was less than 500 ft. Aircraft pulled up immediately. The pilot had made a pass over the valley mins before to check for obstructions but failed to notice any people or vehicles as they were obscured by trees. Better judgement and a more thorough overflt will be used to prevent a recurrence.

Title: PVT PLT OPERATED BELOW MINIMUM REQUIRED ALT NEAR A VEHICLE DURING AN UNINTENTIONAL LOW FLT IN A SPARSELY POPULATED AREA.
Narrative: DURING A LOW LEVEL FLT THROUGH A SMALL VALLEY IN THE SUTTER BUTTES, THE ACFT UNINTENTIONALLY PASSED OVER A PERSON AND TRUCK. CLRNC WAS LESS THAN 500 FT. ACFT PULLED UP IMMEDIATELY. THE PLT HAD MADE A PASS OVER THE VALLEY MINS BEFORE TO CHK FOR OBSTRUCTIONS BUT FAILED TO NOTICE ANY PEOPLE OR VEHICLES AS THEY WERE OBSCURED BY TREES. BETTER JUDGEMENT AND A MORE THOROUGH OVERFLT WILL BE USED TO PREVENT A RECURRENCE.
