Narrative:

Headed north from medford to olympia on VFR flight over the top of clouds. Planned altitude of 16500 ft based on report from a pilot in medford who had just come from sea who said he had remained clear of clouds at 13000 ft. The cloud's tops were higher in the vicinity of eugene north to ubg and I had to go as high as 20000 ft. I was in positive control area for perhaps 45 mins. The WX caused the problem and I descended out of positive control area as soon as possible. Should have been on an instrument flight plan rather than VFR.

Title: UNAUTH PENETRATION OF PCA.

Narrative: HEADED N FROM MEDFORD TO OLYMPIA ON VFR FLT OVER THE TOP OF CLOUDS. PLANNED ALT OF 16500 FT BASED ON RPT FROM A PLT IN MEDFORD WHO HAD JUST COME FROM SEA WHO SAID HE HAD REMAINED CLR OF CLOUDS AT 13000 FT. THE CLOUD'S TOPS WERE HIGHER IN THE VICINITY OF EUGENE N TO UBG AND I HAD TO GO AS HIGH AS 20000 FT. I WAS IN PCA FOR PERHAPS 45 MINS. THE WX CAUSED THE PROB AND I DSNDED OUT OF PCA AS SOON AS POSSIBLE. SHOULD HAVE BEEN ON AN INST FLT PLAN RATHER THAN VFR.
