Narrative:

Air carrier X was 90 NM west of poggo at FL350. ZNY was extremely busy with numerous aircraft on 132.15. ZNY center called for our track clearance. An air carrier Y flight broke in with a request for us to pass a message to ZNY center. We were unable to hear ZNY center at that time. We didn't receive our track clearance and we were unable to have ZNY center repeat the clearance. We lost ZNY center on 132.15 shortly after this. We tried several other center frequencys and we were unable to raise the center. We contacted ZNY arinc on 129.9 and HF 5598 and requested our track clearance, both instructed us to stand by. We continued on with our flight plan and full clearance as delivered to us by atl clearance delivery, in VFR conditions. We gave our position report over poggo to ny arinc and gander arinc. We advised both parties that we hadn't received our nat west clearance. We crossed poggo at XX51Z and received our nat west clearance from new york arinc at XY20Z. Several other aircraft had problems receiving their clrncs due to radio saturation or failure on ZNY center. ZNY center either waited too late to start reading clrncs or had a problem with their UHF radio reception or transmitter as to range. We normally enter the ocean tracks farther north and use different procedures to obtain our track clrncs. Supplemental information from acn 236159: apparently, ZNY center 132.15 was having problems either too many aircraft or transmitter problems.

WE DIDN'T RECEIVE OUR TRACK CLRNC AND WE WERE UNABLE TO HAVE ZNY CTR REPEAT THE CLRNC. WE LOST ZNY CTR ON 132.15 SHORTLY AFTER THIS.
