Narrative:

Pao tower advised that runway was closed due to flooding and takeoff was at pilot's own risk. In my opinion the standing water was sufficiently to the side of the runway not to present a hazard and should not have been closed. Otherwise, the tower should have closed and allowed takeoff and lndgs as an uncontrolled airport. Advising pilots that runway is closed and allowing continuous takeoffs and lndgs at pilot's discretion is not useful.

Title: PLT OF SMA ACFT CONFUSED WHETHER TO THE LEGAL STATUS OF TAKING OFF FROM A CLOSED RWY AT PLT'S RISK AT A CTLED ARPT.

Narrative: PAO TWR ADVISED THAT RWY WAS CLOSED DUE TO FLOODING AND TKOF WAS AT PLT'S OWN RISK. IN MY OPINION THE STANDING WATER WAS SUFFICIENTLY TO THE SIDE OF THE RWY NOT TO PRESENT A HAZARD AND SHOULD NOT HAVE BEEN CLOSED. OTHERWISE, THE TWR SHOULD HAVE CLOSED AND ALLOWED TKOF AND LNDGS AS AN UNCTLED ARPT. ADVISING PLTS THAT RWY IS CLOSED AND ALLOWING CONTINUOUS TKOFS AND LNDGS AT PLT'S DISCRETION IS NOT USEFUL.
