Narrative:
Air carrier X was direct kayoh intersection for sna. I advised air carrier X of traffic, 10 O'clock, 3 mi, northbound, altitude indicating 9200 ft MSL. Air carrier X was at 10000 ft, and I had just instructed him to cross kayoh at 8000 ft, at 210 KTS. Within 10 seconds of issuing air carrier X the traffic, I advised him that traffic was no factor, as it would pass well clear behind his position. Upon receiving that advisory, air carrier X initiated a climbing RA. The terrifying part is when a new, upcoming TCASII will issue lateral avoidance commands!
