Narrative:
As the final portion of my training program as an medium large transport-a first officer, I was receiving IOE. After receiving my last IOE on mar/wed/93, I was released to line flying. 2 days later I was contacted by our training scheduler and told that the first 2 IOE's didn't count since the first 2 IOE instructors were not technically 'qualified' and fully blessed by the FAA to give IOE. Apparently the FAA had orally agreed to let the 2 guys give IOE and then later decided, after-the-fact, that the 2 instructors needed written authorization from the FAA, thus making both IOE's null and void. After talking with 1 instructor, who's been previously qualified on the large transport and medium large transport-B as an instructor/IOE captain, all that's needed to make him 'fully qualified' on the medium large transport-B is a letter of authorization.
