Air carrier X departed runway 5 at orf. After initial contact, air carrier X asked me if there were any aircraft in this area. There was none. Aircraft X told me that he got a TCASII RA.

Narrative: ACR X DEPARTED RWY 5 AT ORF. AFTER INITIAL CONTACT, ACR X ASKED ME IF THERE WERE ANY ACFT IN THIS AREA. THERE WAS NONE. ACFT X TOLD ME THAT HE GOT A TCASII RA.
