Narrative:

The departure routing sbound out of slc 'FLIP flops' depending on the runway in use (34 or 16). Approximately 95 percent of the sbound departures file slc-ffll J9 mlf. With runway 16 in use at slc these aircraft are rerted via pre departure clearance. I understand the pre departure clearance shows the filed routing and below this the amended routing. Problem: it has been my experience while working the sector south of slc, that several times per shift aircraft which have received pre departure clearance with amended routing have not picked up on the amendment, thus instead of flying J11- J107-mlf after ffu they are turning after ffu on J9 placing arrival and departure traffic head on. I have myself on numerous occasions had to have those aircraft make some very big turns to achieve separation. I have questioned the pilots on several occasions after observing them turn down J9 as to their clearance and have found the problem is as I have stated, they are not reading down far enough on the pre departure clearance to find the amendment. My supervisor at slc has turned in this problem several times in the past with no noticeable results. This is a problem for any aircraft which depart slc sbound and receive pre departure clearance's. If not a disaster this is definitely a system error waiting to happen. I don't believe this is a ucr as it is not equipment or procedures. When this happens it is pilot deviation.

Title: CTLR CLAIMS THAT SOME PLTS ARE NOT READING THE ENTIRE PDC AND AS A RESULT ARE FLYING A DIFFERENT AIRWAY THAN SPECIFIED.

PROB: IT HAS BEEN MY EXPERIENCE WHILE WORKING THE SECTOR S OF SLC, THAT SEVERAL TIMES PER SHIFT ACFT WHICH HAVE RECEIVED PDC WITH AMENDED ROUTING HAVE NOT PICKED UP ON THE AMENDMENT, THUS INSTEAD OF FLYING J11- J107-MLF AFTER FFU THEY ARE TURNING AFTER FFU ON J9 PLACING ARR AND DEP TFC HEAD ON. I HAVE MYSELF ON NUMEROUS OCCASIONS HAD TO HAVE THOSE ACFT MAKE SOME VERY BIG TURNS TO ACHIEVE SEPARATION. IF NOT A DISASTER THIS IS DEFINITELY A SYS ERROR WAITING TO HAPPEN. I DON'T BELIEVE THIS IS A UCR AS IT IS NOT EQUIP OR PROCS. WHEN THIS HAPPENS IT IS PLTDEV.
