Narrative:

Air carrier X was on a 090 heading at 5000. Air carrier Y was at air carrier X 6 O'clock position and approximately 1 1/2 mi. Air carrier X requested a climb and he said he was receiving a TCASII alert. At that time the controller advised him of the air carrier Y traffic and the controller observed air carrier X at 5300. Traffic had already been issued to air carrier Y. Air carrier X stated someone had gone directly below him. Air carrier X also went into coast status for a short time. The controller advised air carrier X there was no traffic below him, that all observed traffic was above him at 6000, 7000, and 8000. Air carrier X advised he had climbed to 5200. There was a clearance deviation by the TCASII aircraft of 300 ft. Communication was initiated by the TCASII aircraft, however, it was after he had already begun to maneuver. The TCASII maneuver had an effect on other aircraft because he climbed into previously separated traffic. The TCASII was disruptive to traffic flow and the controller's plans. This was apparently a phantom target scenario. There was no observed traffic below air carrier X that would cause a TCASII climb RA. Non-existent traffic caused air carrier X to climb into air carrier Y causing an apparent loss of separation.

Title: ACR X FALSE TARGET TCASII RA CLB HAD LTSS FROM ACR Y. EVASIVE ACTION TAKEN.

Narrative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
