Narrative:

Chicago ATC frequency 125.22. Feb/93 AM47Z/PM47 CST -- overheard conversation with airlines flight. The flight was experiencing turbulence. He requested an altitude change. The first request of FL390 was denied. He then requested FL410. The controller said 'if you keep asking, you will never get the altitude change.' his attitude and professional competence should be reviewed. Please pull tapes from center. His latter comments were also inappropriate.

Narrative: CHICAGO ATC FREQ 125.22. FEB/93 AM47Z/PM47 CST -- OVERHEARD CONVERSATION WITH AIRLINES FLT. THE FLT WAS EXPERIENCING TURB. HE REQUESTED AN ALT CHANGE. THE FIRST REQUEST OF FL390 WAS DENIED. HE THEN REQUESTED FL410. THE CTLR SAID 'IF YOU KEEP ASKING, YOU WILL NEVER GET THE ALT CHANGE.' HIS ATTITUDE AND PROFESSIONAL COMPETENCE SHOULD BE REVIEWED. PLEASE PULL TAPES FROM CTR. HIS LATTER COMMENTS WERE ALSO INAPPROPRIATE.
