Narrative:

At cruise, FL210, cleared direct aqn, acton 2 arrival, cross halen intersection at 11000 ft. Controller advised us there was an unidented aircraft over the aqn VORTAC, climbing sometimes higher than 14000 ft. We idented the aircraft on our TCASII and advised center. Controller told us to watch out and be careful and cleared us to approach control frequency. We checked in with regional approach and told the controller of the situation. He seemed unaware. The TCASII target came closer and closer at a rapid rate. TCASII then commanded a 3500 FPM climb. I broke off the descent immediately and began a 4000 FPM climb. The last look at our TCASII had the target under us at 400 ft. We told approach we had a TCASII resolution and were climbing. Little or no concern by approach control, just told to continue our descent when able. We never had a visual contact. Private pilots certainly have their right to be in the sky too. However, along with that right comes responsibility. They must be made to become cognizant of where they are flying or hundreds of lives will be lost. Thank god for TCASII. At least we have a fighting chance against the ignorant.

THEY MUST BE MADE TO BECOME COGNIZANT OF WHERE THEY ARE FLYING OR HUNDREDS OF LIVES WILL BE LOST. THANK GOD FOR TCASII. AT LEAST WE HAVE A FIGHTING CHANCE AGAINST THE IGNORANT.
