Narrative:

Long beach tower cleared me to land on runway 25L. At about 1 mi out on final, I observed a heavy inbound to runway 30. I anticipated a go around since we were going to approach the field at about the same time. The tower told me to make a right turn and reenter downwind. I had initially approached the airport using the standard left pattern which is south of runway 25L. Runway 25R is currently closed for repairs. I commenced a climbing right turn (about 200 degree right turn to reenter runway 25L pattern). As I was climbing back to pattern altitude (1000 ft) and beginning to intercept an extended downwind for left traffic runway 25L, I observed a low wing small aircraft cross below me and exit to my right, landing on runway 25L. The aircraft passed directly below me from left to right, and about 300 ft below. I accelerated my climb from 900 ft to the 1000 ft pattern altitude. I called the tower and reported the near miss and asked why this traffic wasn't called out. There was a pause, followed by the explanation that the tower meant that I should have entered right traffic for runway 25L (mid airport). Since runway 25R is closed, there may be temporary use of a right hand pattern for runway 25L, however, this can conflict with helicopter traffic. The tower did not specify that 'downwind' was different from the 'left traffic downwind' I just left. The tower obviously was not observing the results of the directive to turn right and reenter downwind, since no conflict alert was issued.

Title: 2 SMAS HAD AN NMAC IN THE TFC PATTERN AT LGB.

Narrative: LONG BEACH TWR CLRED ME TO LAND ON RWY 25L. AT ABOUT 1 MI OUT ON FINAL, I OBSERVED A HVY INBOUND TO RWY 30. I ANTICIPATED A GAR SINCE WE WERE GOING TO APCH THE FIELD AT ABOUT THE SAME TIME. THE TWR TOLD ME TO MAKE A R TURN AND REENTER DOWNWIND. I HAD INITIALLY APCHED THE ARPT USING THE STANDARD L PATTERN WHICH IS S OF RWY 25L. RWY 25R IS CURRENTLY CLOSED FOR REPAIRS. I COMMENCED A CLBING R TURN (ABOUT 200 DEG R TURN TO REENTER RWY 25L PATTERN). AS I WAS CLBING BACK TO PATTERN ALT (1000 FT) AND BEGINNING TO INTERCEPT AN EXTENDED DOWNWIND FOR L TFC RWY 25L, I OBSERVED A LOW WING SMA CROSS BELOW ME AND EXIT TO MY R, LNDG ON RWY 25L. THE ACFT PASSED DIRECTLY BELOW ME FROM L TO R, AND ABOUT 300 FT BELOW. I ACCELERATED MY CLB FROM 900 FT TO THE 1000 FT PATTERN ALT. THERE WAS A PAUSE, FOLLOWED BY THE EXPLANATION THAT THE TWR MEANT THAT I SHOULD HAVE ENTERED R TFC FOR RWY 25L (MID ARPT).
