Narrative:

After several practice touch-and-goes and departing to return to home field frg, we leveled off at 1300 ft to fly under the islip arsa. As I was debriefing my student on his pattern work, I allowed the aircraft to descend to 800 ft MSL to about 750 ft AGL. There was no risk to personnel on the ground or in-flight but we violated FARS by descending below 1000 ft AGL in a congested area. I failed to follow the most important rule in flying, first fly the airplane -- then communicate.
