Narrative:

On jan/thu/93, I was a crew member, acting as copilot, on an light transport jet. I was not the PF. We were making a regular IFR flight from pdk to ewr. Our clearance was to ahn VOR J208 hpw J191 pxt warrd 4 STAR, at 41000 ft. During the climb south of lib VOR, we were asked by ZTL to climb to FL410 in 3 mins or less. I didn't believe we could make that restriction and consulted with the captain. He said we could. ZTL then handed us over to ZDC. I believe ZDC saw that we weren't going to make our climb restriction, therefore giving us a heading change, 20 degrees to the right. We took the heading change. As we rolled out on our new heading we were at approximately 40300 ft. Captain said that he would show ATC that this type aircraft could make this climb limit. He proceeded to raise the nose of the aircraft, putting us at a high angle of attack for our weight and altitude. We got to FL410 in an imminent stall condition. There was a rumble over the wing of the airplane. He told me to call in level at FL410. I did. At this point, ATC gave us a new heading on course. At that point, we could no longer maintain our altitude and lost 600 ft to 40400 ft, with full power. ATC asked us to verify FL410. I did with the knowledge we couldn't maintain FL410 I asked ATC for 370. They gave it to us. We regained full control on the descent.

OUR CLRNC WAS TO AHN VOR J208 HPW J191 PXT WARRD 4 STAR, AT 41000 FT. DURING THE CLB S OF LIB VOR, WE WERE ASKED BY ZTL TO CLB TO FL410 IN 3 MINS OR LESS. I DIDN'T BELIEVE WE COULD MAKE THAT RESTRICTION AND CONSULTED WITH THE CAPT. HE SAID WE COULD. ZTL THEN HANDED US OVER TO ZDC. I BELIEVE ZDC SAW THAT WE WEREN'T GOING TO MAKE OUR CLB RESTRICTION, THEREFORE GIVING US A HDG CHANGE, 20 DEGS TO THE R. WE TOOK THE HDG CHANGE. ATC ASKED US TO VERIFY FL410. I DID WITH THE KNOWLEDGE WE COULDN'T MAINTAIN FL410 I ASKED ATC FOR 370. THEY GAVE IT TO US. WE REGAINED FULL CTL ON THE DSCNT.
