Narrative:

On climb out of mco I noticed the altitude arm light on the captain's altimeter lighted and cross-checked with mine. His showed 16100 ft and mine showed 18200 ft and climbing to our assigned altitude of FL190. I brought this to the captain's attention. We were in positive control area and IMC with no mode C operating. I suggested we return to mco due to a 3000 ft altimeter error, the captain elected to continue to eyw. In eyw the aircraft was signed off for a ferry flight to mco again. I was the PF and explained to the captain that we had no mode C and that we needed to stay below 12500 ft and make arrangements to enter the TCA at mco. He ordered me to continue on our flight at FL200 and land at mco.
