Narrative:

After landing at kansas city international airport, on runway 19R, during freezing rain, the aircraft departed the taxiway while taxiing back to the ramp. Runway conditions were reported fair to poor but were closer to nil as were the txwys. A more current method to determine braking action is needed, or some better way to make the runways and txwys less slippery. We did report 'nil' braking action to the tower so that the 'next guy' would know the true conditions of the airport. P.south. The bus sent out to pick up the passenger slid off also!
