Narrative:

On arrival to dfw at 11000 ft, received TCASII RA to climb. Followed TCASII climb to 11500 ft. Reported to ATC. TCASII reported 'clear of conflict.' we descended back to 11000 ft. Probably the result of departing aircraft from dfw climbing to 10000 ft. The problem is TCASII does not know altitude that aircraft are cleared to.
