Narrative:
Air carrier X on 8/9 mi final VOR/DME runway 22L to jfk. Air carrier Y following air carrier X overflies company air carrier X. Air carrier X was in contact with jfk tower. Air carrier Y was not on frequency with either jfk tower or N90 approach control. Air carrier Y was on a visual approach. Jfk tower controller was unable to ascertain if air carrier Y was in contact with N90 approach and therefore could not provide air carrier X with appropriate instructions.
