Narrative:

IFR conditions, cleared direct sli from sxc. Cleared to leave 12000 ft to 10000 ft by coast approach. When established at approximately 1000 FPM descent, controller said expedite descent. Then said immediate 20 degree right turn. At 11300, in right turn, TCASII gave red warning conflict and 'climb.' I pulled up and rolled out on a heading 20-40 degrees from original course and leveled at approximately 12500. We started to break out and picked up traffic below and about 11 O'clock. Traffic Y was level 11000 ft left to right. TCASII indicated approximately 1 1/2 to 2 mi. During this climb, approach called and said they had observed our climbing and to continue and level at 12000. The captain told approach we had responded to conflict. When clear, we were given clearance direct to sli and cross sli at 7000. Then switched to lax approach and coast approach controller thanked us for our help!
