Narrative:

Phl approach gave us a final heading to intercept 27R ILS and clearance down to 3000 ft. Approach also pointed out small aircraft traffic at 12 O'clock and 2 mi, below us. Approach said the small aircraft had a visual on us, but we reported we did not see him. We then received a TA followed by an RA commanding an immediate 2500 FPM climb. We followed the RA and changed altitude from about 3300 ft to 4300 ft. Approach questioned us as to why we followed our RA when the small aircraft said he had us in sight. If the small aircraft did indeed have us in sight, he sure cut it a little close. Close enough to give us an RA requiring a very steep climb!!!
