Narrative:

Throughout the day, the WX was IFR with a ceiling of 300 ft or less, and prevailing visibility 1/2 most of the shift. The ground radar (airport surface detection equipment -- asde) was operable but useless. Today, there were no incidents to report but with the continued use of poor and faulty equipment an accident is bound to happen.
