Narrative:

Air carrier mem subscribes to nos for all IFR charts. This was the second 56 day cycle our charts did not come. Department manager has no aviation experience. She went to a competing charter company and photocopied their charts for our route. Boston center cleared us for a swede STAR. We didn't have it. I advised we had the rockdale 5 STAR. Center advised rockdale STAR cancelled on dec day (revision date). Attached please find explanation from company with the concurrence of our base administrator of flight. Neither consider this to be a safety of flight problem. The administrator of flight is managed by our department manager. If he objects, may get fired. Even though he knows the company is violating far 135 by not providing charts and putting it on the pilots not assertive enough. Air carrier operations manual is well structured and responsibilities are well defined. However, at memphis, management does what it wants to, when it wants to, no matter the company rules, far's or labor practices. If you don't like it, you can quit. No flow of information at all. Callback conversation with reporter revealed the following information. Reporter stated that he believes that this matter is cleared up and now in compliance. The problem was with the company accounting department with regard to their account with the united states government NOAA (or nos) from which their charts are purchased.

NEITHER CONSIDER THIS TO BE A SAFETY OF FLT PROBLEM. THE ADMINISTRATOR OF FLT IS MANAGED BY OUR DEPT MGR. IF HE OBJECTS, MAY GET FIRED. EVEN THOUGH HE KNOWS THE COMPANY IS VIOLATING FAR 135 BY NOT PROVIDING CHARTS AND PUTTING IT ON THE PLTS NOT ASSERTIVE ENOUGH. ACR OPS MANUAL IS WELL STRUCTURED AND RESPONSIBILITIES ARE WELL DEFINED. HOWEVER, AT MEMPHIS, MGMNT DOES WHAT IT WANTS TO, WHEN IT WANTS TO, NO MATTER THE COMPANY RULES, FAR'S OR LABOR PRACTICES. IF YOU DON'T LIKE IT, YOU CAN QUIT. NO FLOW OF INFO AT ALL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED THAT HE BELIEVES THAT THIS MATTER IS CLRED UP AND NOW IN COMPLIANCE. THE PROBLEM WAS WITH THE COMPANY ACCOUNTING DEPT WITH REGARD TO THEIR ACCOUNT WITH THE UNITED STATES GOV NOAA (OR NOS) FROM WHICH THEIR CHARTS ARE PURCHASED.
