Narrative:

I noticed a potential conflict when air carrier X observed leaving 10000 ft, accelerated and appeared to be overtaking air carrier Y. Before taking action, I monitored air carrier Y's mode C, for about one full sweep, to ensure that it was not erroneous; because I had already observed air carrier X mode C to be inaccurate. Air carrier Y's mode C appeared to be accurate; so action was taken to insure lateral separation.
