Narrative:

We had leveled off at 10000 ft MSL on a 260 degree heading. The copilot was manually flying. As we accelerated our altitude eased up to 10200 ft MSL. We had traffic at our 1 O'clock position and for a brief moment the TCASII showed a 700 ft vertical separation with the inbound IFR traffic which we also had a visual only the TCASII showed an RA (radar advisory) and said descend, so we went back to 10000 ft MSL. The other aircraft was at 11000 MSL assigned. It's possible he was at 10000 ft while we were at 10200 ft or close enough to it that the TCASII showed 700 ft difference.

Title: ACR MLG ACFT OVERSHOT CLB ALT RESTRICTION CAUSING A TCASII RA FROM LEVEL TFC ABOVE.

WE HAD TFC AT OUR 1 O'CLOCK POS AND FOR A BRIEF MOMENT THE TCASII SHOWED A 700 FT VERT SEPARATION WITH THE INBOUND IFR TFC WHICH WE ALSO HAD A VISUAL ONLY THE TCASII SHOWED AN RA (RADAR ADVISORY) AND SAID DSND, SO WE WENT BACK TO 10000 FT MSL. THE OTHER ACFT WAS AT 11000 MSL ASSIGNED. IT'S POSSIBLE HE WAS AT 10000 FT WHILE WE WERE AT 10200 FT OR CLOSE ENOUGH TO IT THAT THE TCASII SHOWED 700 FT DIFFERENCE.
