Narrative:

Cruising at 10000 ft, fwa departure issued traffic approaching us from 2 O'clock at 10000 ft. The traffic was confirmed on TCASII. The altitude indicated 00, closure rate moderate. We could not see the aircraft visually. When the TCASII indicated an RA, first officer initiated a 2000 FPM climb and I advised fwa on 127.2 that we were climbing as directed on the TCASII. Fwa then cleared us to 14000 ft. Moments later fwa advised us that the conflicting traffic was actually level at 14000 ft with a malfunctioning altitude indicating system.
