Narrative:

On taxi out for takeoff on runway 19R at mke, as we approached the ILS hold line, I informed the captain that we were to hold short of that line. He believed that it was a CAT ii hold line and for CAT ii operations only and that we could continue to the end of the runway. Ground control was questioned and they told us to hold our position and that we were #3 for departure. We then switched to tower. The 2 aircraft ahead of us were cleared to depart from the end of runway 19R. They had been holding on taxiway F. We were on taxiway G at its intersection with gg. The captain then elected to taxi to the next hold lines which are just short of the centerline of 25R. The tower then informed us that we were in the ILS clear zone and that under these conditions they use intersection gg for departure. The captain asked if they wanted us to taxi clear. They said no, and cleared us for takeoff. Tower said expect gg for departure was on ATIS. I do not recall hearing that and did not write it down for the captain. We were also having maintenance problems and returned to the gate which may have contributed to missing this on ATIS. Cockpit resource management. I told the captain to hold short of the line. After some discussion, he decided to cross the ILS line. The captain, early in the trip, said that we were going too far with cockpit resource management and that the first officer's were getting too assertive and aggressive. Maybe I was not assertive and aggressive enough this time.

Title: CAPT ACR LGT ACFT TAXIED ACROSS ILS RWY HOLD LINE BECAUSE HE DID NOT THINK IT APPLIED IN NON CAT II WX.

Narrative: ON TAXI OUT FOR TKOF ON RWY 19R AT MKE, AS WE APCHED THE ILS HOLD LINE, I INFORMED THE CAPT THAT WE WERE TO HOLD SHORT OF THAT LINE. HE BELIEVED THAT IT WAS A CAT II HOLD LINE AND FOR CAT II OPS ONLY AND THAT WE COULD CONTINUE TO THE END OF THE RWY. GND CTL WAS QUESTIONED AND THEY TOLD US TO HOLD OUR POS AND THAT WE WERE #3 FOR DEP. WE THEN SWITCHED TO TWR. THE 2 ACFT AHEAD OF US WERE CLRED TO DEPART FROM THE END OF RWY 19R. THEY HAD BEEN HOLDING ON TAXIWAY F. WE WERE ON TAXIWAY G AT ITS INTXN WITH GG. THE CAPT THEN ELECTED TO TAXI TO THE NEXT HOLD LINES WHICH ARE JUST SHORT OF THE CTRLINE OF 25R. THE TWR THEN INFORMED US THAT WE WERE IN THE ILS CLR ZONE AND THAT UNDER THESE CONDITIONS THEY USE INTXN GG FOR DEP. THE CAPT ASKED IF THEY WANTED US TO TAXI CLR. THEY SAID NO, AND CLRED US FOR TKOF. TWR SAID EXPECT GG FOR DEP WAS ON ATIS. I DO NOT RECALL HEARING THAT AND DID NOT WRITE IT DOWN FOR THE CAPT. WE WERE ALSO HAVING MAINT PROBLEMS AND RETURNED TO THE GATE WHICH MAY HAVE CONTRIBUTED TO MISSING THIS ON ATIS. COCKPIT RESOURCE MGMNT. I TOLD THE CAPT TO HOLD SHORT OF THE LINE. AFTER SOME DISCUSSION, HE DECIDED TO CROSS THE ILS LINE. THE CAPT, EARLY IN THE TRIP, SAID THAT WE WERE GOING TOO FAR WITH COCKPIT RESOURCE MGMNT AND THAT THE FO'S WERE GETTING TOO ASSERTIVE AND AGGRESSIVE. MAYBE I WAS NOT ASSERTIVE AND AGGRESSIVE ENOUGH THIS TIME.
