Narrative:

Air carrier X on descent back to phx after a test flight. Jump aircraft off eloy airport up to 14500 ft altitude. I gave air carrier X crossing restriction at elloy intersection (for phx approach control) based on the jump aircraft jump time. I verified jump aircraft leaving 10000 ft descending with air carrier X on a clearance to 11000 ft on descent. Air carrier X had to avoid parachuters at approximately 12000 ft. My suggestion is that jump aircraft should be required to stay above their jumpers on descent. The operation at eloy airport should be stopped because of its location on the arrival fix to phx under a victor airway. All IFR aircraft inbound to phx from the southeast will go over or near totec intersection.

MY SUGGESTION IS THAT JUMP ACFT SHOULD BE REQUIRED TO STAY ABOVE THEIR JUMPERS ON DSCNT. THE OP AT ELOY ARPT SHOULD BE STOPPED BECAUSE OF ITS LOCATION ON THE ARR FIX TO PHX UNDER A VICTOR AIRWAY. ALL IFR ACFT INBOUND TO PHX FROM THE SE WILL GO OVER OR NEAR TOTEC INTXN.
