Narrative:

Preflight WX check: kept eye on WX all day (snow, fog, etc). Talked with pilot who had just come from bkw and blf. Pulled up 'al' WX on computer (sa, ft, NOTAMS, pilot reports). WX reported basically typical winter 1/4-3/4 buildup on our airplane, non-sticking to the ground. Severe icing warning posted. Flight (pre-departure): green lights for icing boots did not illuminate on gate test. Engines were shut down. Maintenance called. Boots and light came on during maintenance runup. Flight: depart clt for bkw -- uneventful. Approximately 6 mi south of bkw, crw approach gave flight a descent to 6000 ft. This put the aircraft in the tops of the clouds. Captain (PF) slowed the aircraft up for the approach. Right trim was needed twice. Trouble holding altitude. Too low airspeed for power. Captain was flying and monitoring icing. First officer was very inexperienced with icing. First officer made announcement to passenger regarding propellers slinging ice onto fuselage. Captain with ice observer lights on. First officer was instructed to monitor windshield with flashlight. The ice had a strange snowflake look. Engine anti-ice/ignition, propeller slow cycle were on continuously. Airframe boots were cycled by captain. Lights illuminated. Captain observed boots popping ice. Snow look was toward rear of boot also. Captain was in process of turning first officer to PF to allow captain to monitor icing during the approach when aircraft started to buffet and lose altitude. Full power applied and ATC advised of immediate climb. Aircraft continued buffet loss of airspeed, approximately 50 FPM climb and hanging. Captain told first officer to ask mechanic in crw for more power from engines. Too slow -- captain made choice to cut computer off. Aircraft wallowed out of clouds without power advance without computer. Computer cut on. Flight returned to crw.

CAPT WAS IN PROCESS OF TURNING FO TO PF TO ALLOW CAPT TO MONITOR ICING DURING THE APCH WHEN ACFT STARTED TO BUFFET AND LOSE ALT. FULL PWR APPLIED AND ATC ADVISED OF IMMEDIATE CLB. ACFT CONTINUED BUFFET LOSS OF AIRSPD, APPROX 50 FPM CLB AND HANGING. CAPT TOLD FO TO ASK MECH IN CRW FOR MORE PWR FROM ENGS. TOO SLOW -- CAPT MADE CHOICE TO CUT COMPUTER OFF.
