Narrative:

We had departed from buf en route to bgm. The WX at bgm, upon arrival, had dropped below landing mins prior to reaching the destination while conversing with company an operational decision was made to overfly and proceed to next destination (hpn). Approximately 40 NM from hpn we had received the WX approximately: 3 overcast 220 variable 2400 RVR. At a point of 5 NM from the OM the tower reported the RVR to be 2400 (which was the requirement to execute the approach as per the approach plate). After being cleared for the approach (ILS 16) we executed and completed the approach to a landing. At the completion of my workday, another captain and myself were discussing the WX in the ny area. I mentioned the approach into hpn and a comment was made in reference to an increase to the landing mins in the fn NOTAMS. Further investigating, I had found it was so. A mistake was made by myself from not retrieving this information. Also, if a mistake like this is made, I feel the controller should make mention to the pilots 'be advised approach mins have recently been increased to such and such.' 'approach below most user mins.' nothing was mentioned!

Title: COMMUTER FLT LANDS BELOW RECENTLY CHANGED MINS.

Narrative: WE HAD DEPARTED FROM BUF ENRTE TO BGM. THE WX AT BGM, UPON ARR, HAD DROPPED BELOW LNDG MINS PRIOR TO REACHING THE DEST WHILE CONVERSING WITH COMPANY AN OPERATIONAL DECISION WAS MADE TO OVERFLY AND PROCEED TO NEXT DEST (HPN). AFTER BEING CLRED FOR THE APCH (ILS 16) WE EXECUTED AND COMPLETED THE APCH TO A LNDG. AT THE COMPLETION OF MY WORKDAY, ANOTHER CAPT AND MYSELF WERE DISCUSSING THE WX IN THE NY AREA. I MENTIONED THE APCH INTO HPN AND A COMMENT WAS MADE IN REF TO AN INCREASE TO THE LNDG MINS IN THE FN NOTAMS. FURTHER INVESTIGATING, I HAD FOUND IT WAS SO. A MISTAKE WAS MADE BY MYSELF FROM NOT RETRIEVING THIS INFO. ALSO, IF A MISTAKE LIKE THIS IS MADE, I FEEL THE CTLR SHOULD MAKE MENTION TO THE PLTS 'BE ADVISED APCH MINS HAVE RECENTLY BEEN INCREASED TO SUCH AND SUCH.' 'APCH BELOW MOST USER MINS.' NOTHING WAS MENTIONED!
