Narrative:

The problem of frequency interference on lorain sector 133.37 has been ongoing for over 1 yr. The problem is caused by bleed through and interference generated by the bluffton sector 133.52. Bluffton is physically located adjacent to lorain. The airway facility people have been aware of the problem from the beginning and have received numerous complaints as well as frequency interference forms for documentation. The airway facility people seem unwilling or unable to correct the problem. On the date of this report I had numerous complaints from both air carrier and GA pilots. The condition creates frequency congestion by having to repeat or call aircraft several times. It also creates a safety hazard and excess workload. With today's technologies, there is not excuse for the aviation community to have to live with substandard problems like the above. Callback conversation with reporter revealed the following information: reporter claims that 2 ucr's were filed about the same time that ASRS report was filed. Reporter filed one of them. He has not received any response back from facility. Facility has an in-house frequency interference form that is supposedly submitted whenever there is a frequency problem, but reporter doesn't think they do any good. Position affected is the lorain sector at area 4. This is a super high sector starting at FL330. The adjacent sector, bluffton sector is the sector that is feeding through to pilots. This is also a super high sector. Reporter believes that both transmitters are located at the center. Unicom representative is aware of the problem. Qtp just getting started at facility, so there is no representative at this time. Reporter states that this is an on-going problem that occurs more than once each day. They cannot hear the feed through, only when pilot complains. No incidents have been reported because of the problem.

Title: XMITTER AT ADJACENT SECTOR FEEDS THROUGH AND CAUSES PROBLEMS.

Narrative: THE PROBLEM OF FREQ INTERFERENCE ON LORAIN SECTOR 133.37 HAS BEEN ONGOING FOR OVER 1 YR. THE PROBLEM IS CAUSED BY BLEED THROUGH AND INTERFERENCE GENERATED BY THE BLUFFTON SECTOR 133.52. THE AIRWAY FACILITY PEOPLE SEEM UNWILLING OR UNABLE TO CORRECT THE PROBLEM. ON THE DATE OF THIS RPT I HAD NUMEROUS COMPLAINTS FROM BOTH ACR AND GA PLTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CLAIMS THAT 2 UCR'S WERE FILED ABOUT THE SAME TIME THAT ASRS RPT WAS FILED. RPTR FILED ONE OF THEM. HE HAS NOT RECEIVED ANY RESPONSE BACK FROM FACILITY. FACILITY HAS AN IN-HOUSE FREQ INTERFERENCE FORM THAT IS SUPPOSEDLY SUBMITTED WHENEVER THERE IS A FREQ PROBLEM, BUT RPTR DOESN'T THINK THEY DO ANY GOOD. POS AFFECTED IS THE LORAIN SECTOR AT AREA 4. THIS IS A SUPER HIGH SECTOR STARTING AT FL330. THE ADJACENT SECTOR, BLUFFTON SECTOR IS THE SECTOR THAT IS FEEDING THROUGH TO PLTS. THIS IS ALSO A SUPER HIGH SECTOR. RPTR BELIEVES THAT BOTH XMITTERS ARE LOCATED AT THE CTR. UNICOM REPRESENTATIVE IS AWARE OF THE PROBLEM. QTP JUST GETTING STARTED AT FACILITY, SO THERE IS NO REPRESENTATIVE AT THIS TIME. RPTR STATES THAT THIS IS AN ON-GOING PROBLEM THAT OCCURS MORE THAN ONCE EACH DAY. THEY CANNOT HEAR THE FEED THROUGH, ONLY WHEN PLT COMPLAINS. NO INCIDENTS HAVE BEEN RPTED BECAUSE OF THE PROBLEM.
