Narrative:

WX station over 1 mi from runway departure end. Reference #14. Other WX package set up by company; does not always list most current WX report at top of section, page. Departing uncontrolled field. #15. Reviewed WX with dispatcher at XA55Z. Requested takeoff altitude and reviewed NOTAMS. All set at takeoff altitude and new release sent. MEL's revised and initialed. Aircraft preflted, customers loaded with bags. Load sheet and other papers brought out. New special WX not noticed by me in WX package. Weight and balance reviewed and signed. Taxied to runway 12L. All operations normal. Visibility 1/4 to 1/2 mi on runway 12L. Departed with IFR clearance from hou center. WX special issued by WX station as ceiling overcast sky obscured visibility zero, at XB52Z but did not get on my WX information package. Callback conversation with reporter revealed the following information. Reporter stated that he observed min WX takeoff requirements upon takeoff but learned later that a special WX report provided with the aircraft loading documents showed the WX as below takeoff mins. He further stated that the FAA had learned of this incident and has been investigating the matter.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED THAT HE OBSERVED MIN WX TKOF REQUIREMENTS UPON TKOF BUT LEARNED LATER THAT A SPECIAL WX RPT PROVIDED WITH THE ACFT LOADING DOCUMENTS SHOWED THE WX AS BELOW TKOF MINS. HE FURTHER STATED THAT THE FAA HAD LEARNED OF THIS INCIDENT AND HAS BEEN INVESTIGATING THE MATTER.
