Narrative:

High on approach for straight in approach to runway 31L at rhv. Cleared to land. Temperature 88 degree wind 270 degree at 8 KTS. Carburetor heat on. Left tank 3/4 full (15 gallons). Plane put in extended forward slip with left wing down. Some per carried. Slip began from approximately 3 mi out. Fuel selector draining left tank. Plane leveled out about 3/8 mi from runway threshold and power applied. No power. Too low to make airport with eastridge shopping center directly ahead. Immediate switch to both tanks, but still no power. Low level approximately 200 degree turn to left performed for landing in field behind me. Successful landing made with no injuries to the 4 people aboard. Plane running ok after landing as taxied off to the side after landing. FAA and emergency vehicles arrive. The FAA told me to not touch the airplane and it would be checked in the morning. Later after the control tower closed flew the aircraft out to my parking space at rhv. At time of incident FAA determined that I had an expired FCC radio license, did not have my medical in possession (was current but had recently lost it), and I had failed to change the address on my pilot's license. Report completed and submitted by FAA to oklahoma city. Possible charge of giving instruction without a CFI license as the FAA believes that I was not flying the airplane. No written statements made to FAA at the time of this incident despite requests that written statements be submitted to the FAA. Plane thoroughly checked by the FAA and my FBO. The plane had had a fresh annual. This was the first flight after the annual. Plane had total of 3500 tt and 30 smoh. It was thought that the left tank was unported and the gas was run out of the carburetor during the prolonged slip with power. Nothing in poh indicates such a danger.

PLANE LEVELED OUT ABOUT 3/8 MI FROM RWY THRESHOLD AND PWR APPLIED. NO PWR. TOO LOW TO MAKE ARPT WITH EASTRIDGE SHOPPING CTR DIRECTLY AHEAD. IMMEDIATE SWITCH TO BOTH TANKS, BUT STILL NO PWR. LOW LEVEL APPROX 200 DEG TURN TO L PERFORMED FOR LNDG IN FIELD BEHIND ME. SUCCESSFUL LNDG MADE WITH NO INJURIES TO THE 4 PEOPLE ABOARD. PLANE RUNNING OK AFTER LNDG AS TAXIED OFF TO THE SIDE AFTER LNDG. FAA AND EMER VEHICLES ARRIVE. THE FAA TOLD ME TO NOT TOUCH THE AIRPLANE AND IT WOULD BE CHKED IN THE MORNING. LATER AFTER THE CTL TWR CLOSED FLEW THE ACFT OUT TO MY PARKING SPACE AT RHV. AT TIME OF INCIDENT FAA DETERMINED THAT I HAD AN EXPIRED FCC RADIO LICENSE, DID NOT HAVE MY MEDICAL IN POSSESSION (WAS CURRENT BUT HAD RECENTLY LOST IT), AND I HAD FAILED TO CHANGE THE ADDRESS ON MY PLT'S LICENSE. RPT COMPLETED AND SUBMITTED BY FAA TO OKLAHOMA CITY. POSSIBLE CHARGE OF GIVING INSTRUCTION WITHOUT A CFI LICENSE AS THE FAA BELIEVES THAT I WAS NOT FLYING THE AIRPLANE. NO WRITTEN STATEMENTS MADE TO FAA AT THE TIME OF THIS INCIDENT DESPITE REQUESTS THAT WRITTEN STATEMENTS BE SUBMITTED TO THE FAA. PLANE THOROUGHLY CHKED BY THE FAA AND MY FBO. THE PLANE HAD HAD A FRESH ANNUAL. THIS WAS THE FIRST FLT AFTER THE ANNUAL. PLANE HAD TOTAL OF 3500 TT AND 30 SMOH. IT WAS THOUGHT THAT THE L TANK WAS UNPORTED AND THE GAS WAS RUN OUT OF THE CARB DURING THE PROLONGED SLIP WITH PWR. NOTHING IN POH INDICATES SUCH A DANGER.
