Narrative:

I came in 15 mins earlier and had VFR conditions on the ILS at 1700 ft MSL. I noticed on the way in to mdw that it was clear approximately 3 mi west of mdw. The ATIS was reporting 1200 ft and 6 mi with fog. I departed VFR to return to IC5 (approximately 13 mi west of mdw). At 1200 ft MSL I was in the edge of the cloud layer. I requested an IFR clearance to get on top and was issued a squawk code by the tower. Just prior to receiving the squawk code, I found a hole and climbed through to VFR conditions. The flight ended with a VFR landing at IC5.
