Narrative:

Taxiing into gate from runway 28L at pit -- old building. Told to hold short of the center on right. We did. Then, 'taxi across the center, to the ramp, contact ground point 8.' we did, but switched to 121.8 instead of 127.8 since most ground control frequencys in the country begin with 121. Controller on 121.8 told us to go to 127.8. By now we are crossing runway 32, which is closed for takeoff and landing and being used for taxi. There were 2 aircraft on 32 facing away from our position and taxiing away from us. First officer contacted 127.8 as we were clearing (non-active) 32. Controller was nice but said we'd better 'watch it' in the future. Then he told us to taxi behind an aircraft and to contact ramp control. Since previous controller told us to taxi 'to the ramp.' I felt no compunction in taxiing across 32 to get to ramp. I was cleared all the way to the ramp and 32 was non-active. Since same previous controller said 'contact point 8' instead of entire frequency, an error was made in switching frequencys. Numerous published frequencys on commercial airport pages 10-9 or 20-9 are not the ones in use. You have to believe the controller, not the commercial pages. Callback conversation with reporter revealed the following information: callback to facility reveals that both the government and commercial charts are wrong. Apparently , new taxiways and frequencys are not contained in latest publications. In addition, facility states that some taxiway signs are not current, thereby adding more confusion for the pilot. It appears that the new terminal and associated taxiways and frequencys didn't get published as planned. Poor planning might be a contributing factor.

Title: AN MLG ACR CREW WAS BERATED BY GND CTL FOR USING THE WRONG FREQ WHEN THE CREW HAD BEEN GIVEN ONLY A PARTIAL FREQ.

Narrative: TAXIING INTO GATE FROM RWY 28L AT PIT -- OLD BUILDING. TOLD TO HOLD SHORT OF THE CTR ON R. WE DID. THEN, 'TAXI ACROSS THE CTR, TO THE RAMP, CONTACT GND POINT 8.' WE DID, BUT SWITCHED TO 121.8 INSTEAD OF 127.8 SINCE MOST GND CTL FREQS IN THE COUNTRY BEGIN WITH 121. CTLR ON 121.8 TOLD US TO GO TO 127.8. BY NOW WE ARE XING RWY 32, WHICH IS CLOSED FOR TKOF AND LNDG AND BEING USED FOR TAXI. THERE WERE 2 ACFT ON 32 FACING AWAY FROM OUR POS AND TAXIING AWAY FROM US. FO CONTACTED 127.8 AS WE WERE CLRING (NON-ACTIVE) 32. CTLR WAS NICE BUT SAID WE'D BETTER 'WATCH IT' IN THE FUTURE. THEN HE TOLD US TO TAXI BEHIND AN ACFT AND TO CONTACT RAMP CTL. SINCE PREVIOUS CTLR TOLD US TO TAXI 'TO THE RAMP.' I FELT NO COMPUNCTION IN TAXIING ACROSS 32 TO GET TO RAMP. I WAS CLRED ALL THE WAY TO THE RAMP AND 32 WAS NON-ACTIVE. SINCE SAME PREVIOUS CTLR SAID 'CONTACT POINT 8' INSTEAD OF ENTIRE FREQ, AN ERROR WAS MADE IN SWITCHING FREQS. NUMEROUS PUBLISHED FREQS ON COMMERCIAL ARPT PAGES 10-9 OR 20-9 ARE NOT THE ONES IN USE. YOU HAVE TO BELIEVE THE CTLR, NOT THE COMMERCIAL PAGES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CALLBACK TO FACILITY REVEALS THAT BOTH THE GOV AND COMMERCIAL CHARTS ARE WRONG. APPARENTLY , NEW TAXIWAYS AND FREQS ARE NOT CONTAINED IN LATEST PUBLICATIONS. IN ADDITION, FACILITY STATES THAT SOME TAXIWAY SIGNS ARE NOT CURRENT, THEREBY ADDING MORE CONFUSION FOR THE PLT. IT APPEARS THAT THE NEW TERMINAL AND ASSOCIATED TAXIWAYS AND FREQS DIDN'T GET PUBLISHED AS PLANNED. POOR PLANNING MIGHT BE A CONTRIBUTING FACTOR.
