Narrative:

Approach advised I should prepare for an ILS 15 approach due to haze. I slowed to flap and gear speed. Prior to reaching the OM, I lowered flaps and gear. It is my thought that the gear extended, but apparently the gear handle didn't move to the locked down position. After descending to land at about 3 ft AGL, the tower called 'small transport on short final, no gear.' I advanced the throttles and climbed away from the ground. I was once again cleared to land after deploying the gear. Upon inspection, the right propeller had 1/8 in removed and the inner aft edges of the flaps had been scraped as well as the step. No one was injured. At no time did the gear up warning horns activate. After inspection, both were found inoperative.
