Narrative:

On a normal approach to runway 28 at alb, we experienced some light to moderate turbulence due to cold front passage and gusty conditions. Tower gave us progressive wind information at least 3 times. Winds reported 300 degrees 17 gusting 28. The captain was flying and touched down on the right (upwind) tire first. It was smooth. When the left tire touched down, the crew heard a loud bang. The aircraft started tilting to the left as airspeed slowed and came to a stop just left of the centerline at the intersection of 10/28 and 1/19. I am unable to determine the cause of the blown/flat tire at this time.
