Narrative:

No radio or transponder, but an emergency. Going from a private strip to another private strip after a missed approach, I realized my throttle cable broke. Gas was full power. With a strong westerly wind 30 KTS and unable to slow down, I decided to go into green bay arsa and land with a light signal from tower. I circled the airport to left but stopped my circling when I saw I would go towards departing aircraft. Rocking my wings, turning my lights on and off, I got no light. I left the arsa en route to a private strip. Unable to make a safe landing, I went back to arsa and circled again. I went from neilsville to plainsview to grb to polaks to grb and landed. I went left and stopped short of departure runway. Then I went in a couple of 360 degree turns. Then I flew (no closer than 1 mi) directly toward tower, shining landing light off and on. Then I went toward north side of airport and around and landed on runway 36, the inactive runway. Tower never saw me. I had to turn engine off to land. Then, I pushed plane into grass off runway and talked to security. Tower said they had west window blocked for the sun setting in west. Winds too strong to land on short runway. I'm an ATP pilot with 2800 hours. Visibility was clear. I had no radio or transponder.

Title: AN SMA WITHOUT RADIO OR TRANSPONDER MADE AN EMER LNDG AT GRB. HE COULD NOT GET THE ATTN OF GRB TWR TO GET A GREEN LIGHT FOR LNDG.

UNABLE TO MAKE A SAFE LNDG, I WENT BACK TO ARSA AND CIRCLED AGAIN. I WENT FROM NEILSVILLE TO PLAINSVIEW TO GRB TO POLAKS TO GRB AND LANDED. I WENT L AND STOPPED SHORT OF DEP RWY. THEN I WENT IN A COUPLE OF 360 DEG TURNS. THEN I FLEW (NO CLOSER THAN 1 MI) DIRECTLY TOWARD TWR, SHINING LNDG LIGHT OFF AND ON. THEN I WENT TOWARD N SIDE OF ARPT AND AROUND AND LANDED ON RWY 36, THE INACTIVE RWY. TWR NEVER SAW ME. I HAD TO TURN ENG OFF TO LAND. THEN, I PUSHED PLANE INTO GRASS OFF RWY AND TALKED TO SECURITY.
