Pilot flew over an hour on top of thin, sometimes broken cloud layer. Finally flying into solid clouds and rain. He immediately turned around only to find that the WX had deteriorated behind him. After several mins in IFR conditions, pilot called for help on 121.5. Scott air force base responded. Pilot landed nearest airport. Pilot learned his lesson about flying VFR in IFR conditions.
