Narrative:

9/wed/92, at early AM35 local time, we started our approach to land into kahului airport. (NOTAMS for kahului airport stated that men and equipment working on the taxiways adjacent to runways). As we continued the approach I tried to contact 'state one' on the common TA frequency 118.70. Trying twice with no response. We broadcasted into the blind from base leg, final, taxi off and taxi to terminal with no other responses. Captain X then decided to depart VFR. Using the #1 communication radio captain X then broadcasted 'air carrier X taxi out for runway 5 kahului.' we both were monitoring the common TA frequency on 118.70. As we made the gradual northbound turn on the taxiway we noticed additional lights on the runway, captain X then announced 'is that you air carrier Y?' and their reply was that 'they were taking off.' captain X then immediately continued his right turn around on the taxiway and continued to taxi back to the commuter terminal area. Air carrier Y jet apparently rejected his takeoff roll and taxied to the cargo area. Problems often arise from the lack of communication on the common TA frequency. During late night operations into kahului airport 'state one' is called for information concerning runway closures and location of men and equipment working on the airport. Often 'state one' would react as air traffic controller, announcements from 'state one' such as 'cleared to land' and 'cleared for takeoff' would let pilots to react to this as a clearance and would make no other call to announce there intentions. In this situation, no other calls were heard as we taxied out of the terminal area onto the taxiway. Supplemental information from acn 221747. Started engines at kahului airport and called on advisory frequency 118.7 that we were taxiing for takeoff -- then called again taxiing into position for takeoff. At this time noticed lights at other end of runway. I believed this to be a vehicle since construction was in progress on the airport at this time. However, just to be sure we called again since we knew air carrier Y was operating in the area at the time. At this call air carrier Y advised us that they were in the takeoff roll (downwind). We immediately taxied clear of their departure runway. State one is in the position of advising aircraft operating in the area. They are very unreliable and this makes radio use mandatory. We had no knowledge of any aircraft taking off until we were almost on the runway and they were in the progress of taking off downwind.

AS WE CONTINUED THE APCH I TRIED TO CONTACT 'STATE ONE' ON THE COMMON TA FREQ 118.70. TRYING TWICE WITH NO RESPONSE. WE BROADCASTED INTO THE BLIND FROM BASE LEG, FINAL, TAXI OFF AND TAXI TO TERMINAL WITH NO OTHER RESPONSES. CAPT X THEN DECIDED TO DEPART VFR. USING THE #1 COM RADIO CAPT X THEN BROADCASTED 'ACR X TAXI OUT FOR RWY 5 KAHULUI.' WE BOTH WERE MONITORING THE COMMON TA FREQ ON 118.70. OFTEN 'STATE ONE' WOULD REACT AS AIR TFC CTLR, ANNOUNCEMENTS FROM 'STATE ONE' SUCH AS 'CLRED TO LAND' AND 'CLRED FOR TKOF' WOULD LET PLTS TO REACT TO THIS AS A CLRNC AND WOULD MAKE NO OTHER CALL TO ANNOUNCE THERE INTENTIONS. IN THIS SITUATION, NO OTHER CALLS WERE HEARD AS WE TAXIED OUT OF THE TERMINAL AREA ONTO THE TAXIWAY. SUPPLEMENTAL INFO FROM ACN 221747. STARTED ENGS AT KAHULUI ARPT AND CALLED ON ADVISORY FREQ 118.7 THAT WE WERE TAXIING FOR TKOF -- THEN CALLED AGAIN TAXIING INTO POS FOR TKOF. AT THIS TIME NOTICED LIGHTS AT OTHER END OF RWY. I BELIEVED THIS TO BE A VEHICLE SINCE CONSTRUCTION WAS IN PROGRESS ON THE ARPT AT THIS TIME. HOWEVER, JUST TO BE SURE WE CALLED AGAIN SINCE WE KNEW ACR Y WAS OPERATING IN THE AREA AT THE TIME. AT THIS CALL ACR Y ADVISED US THAT THEY WERE IN THE TKOF ROLL (DOWNWIND). WE IMMEDIATELY TAXIED CLR OF THEIR DEP RWY. STATE ONE IS IN THE POS OF ADVISING ACFT OPERATING IN THE AREA. THEY ARE VERY UNRELIABLE AND THIS MAKES RADIO USE MANDATORY. WE HAD NO KNOWLEDGE OF ANY ACFT TAKING OFF UNTIL WE WERE ALMOST ON THE RWY AND THEY WERE IN THE PROGRESS OF TAKING OFF DOWNWIND.
