Narrative:
Captain departed on VFR climb/IFR clearance and gave a low level sightseeing tour at 800 ft MSL for about 10-15 mi along the coast then began climb out to assigned altitude. He didn't adhere to the published departure procedure. He was much too involved with having a good time versus proper flight procedures!

Title: LGT TAKES LOW LEVEL SIGHT SEEING TOUR PRIOR TO CLB TO ASSIGNED ALT.
Narrative: CAPT DEPARTED ON VFR CLB/IFR CLRNC AND GAVE A LOW LEVEL SIGHTSEEING TOUR AT 800 FT MSL FOR ABOUT 10-15 MI ALONG THE COAST THEN BEGAN CLBOUT TO ASSIGNED ALT. HE DIDN'T ADHERE TO THE PUBLISHED DEP PROC. HE WAS MUCH TOO INVOLVED WITH HAVING A GOOD TIME VERSUS PROPER FLT PROCS!
